Wag The Dog

HDL are at Point Pintail, a pleasant dog park next to the water of Duckburg. Meanwhile Scrooge is in the processes of buying that same area of land from the city council to build a mall. To get the permission to purchase it, he must provide a land survey, something Scrooge is too stingy to pay for, instead he will do the survey himself. Meeting HDL at Pintail Point, he changes his mind, he will build a recreational area with facilities there instead, but to get access to it people will in the future have to pay to use it...
